The standard of value for the determination of the land value is the market value (§194 BauGB). This is determined by the price that could be obtained in the ordinary course of business at the time to which the determination relates, without regard to unusual or personal circumstances. It is essential that the market value is always related to the point in time. In principle, three methods are available for determining the value (WertV). These are the asset value method (substance-oriented value), the capitalised earnings value method (financial mathematical method) and the comparative value method (determination from usual sales prices).
